    Presentation of SDG Goal 5

Gender equality and the empowerment of women and girls are key goals for sustainable development and poverty reduction in the world. SDG Goal 5 Gender equality and the empowerment of all women and girls aims to eliminate all forms of discrimination and violence against women, ensure their equal opportunities in economic and political life and promote their active participation in society. However, despite the progress made, gender inequality and gender-based violence remain major challenges that need to be addressed.

    Goals and challenges for equality

SDG Goal 5 aims to achieve gender equality and empower all women by eliminating all forms of discrimination and violence, eradicating harmful practices such as early marriage and female circumcision and ensuring equal opportunities in economic and political life. The goal consists of several sub-goals, including the elimination of all forms of violence and ensuring access to sexual and reproductive health. Other goals include ensuring equal opportunities for participation in economic and political life, valuing domestic labour and promoting gender equality measures. Realising these goals is essential and contributes to sustainable development, economic growth and poverty reduction: Gender equality is a key factor for social and economic progress.

    Gender-based violence: an unresolved problem

Despite the progress made in realising gender equality, many challenges remain. In many countries around the world, for example, women still face issues such as gender-based violence. The latter can take many forms, including domestic violence and forced marriage, and can have devastating consequences for women's health and well-being. In addition, women remain underrepresented in many sectors, particularly in technology, and are often paid lower wages than their male counterparts. The low participation of women in political decision-making processes is also an obstacle to gender equality and the empowerment of women. To overcome these challenges, appropriate policy measures and greater awareness of gender equality are needed.

    Measures to achieve target 5

The realisation of SDG 5 requires appropriate measures to promote gender equality and the empowerment of women. These measures can include education and training programmes for women, measures to support female entrepreneurship and incentives to promote women's participation in the labour market. In addition, measures are needed to eliminate gender-based violence and protect women from harmful practices such as early marriage and female genital mutilation. It is also important to take measures to ensure equal opportunities for women in politics and decision-making, such as the promotion of pink quotas and political training for women. Finally, promoting gender equality requires awareness-raising and cultural change to overcome gender stereotypes.

    Germany and gender equality

In the period between 2010 and 2021, Germany showed signs of improvement in achieving SDG target 5, particularly in the area of employment. However, the COVID-19 pandemic led to a drastic deterioration of the situation in 2020, with a decline in women's life expectancy and a lower participation of women in the labour force. Other sectors where the presence of women is still low include the technology sector, where women make up only 19.2% of the sector. Nevertheless, Germany has taken some measures to promote gender equality, such as the Gender Certification Act and the promotion of female entrepreneurship through the Women's Entrepreneurship Fund. However, much remains to be done to ensure gender equality.

    Innovations to promote equal rights

An important innovation in Germany is gender-specific procurement, i.e. the inclusion of gender equality clauses in tenders for projects funded under the National Economic Recovery Programme. This policy aims to promote gender equality in employment and increase the presence of women in traditionally male-dominated sectors such as technology and engineering. Gender-responsive procurement can also promote women's access to finance and economic resources, such as access to and control over land and other forms of property. In this way, gender-responsive procurement represents an important step forward in promoting gender equality and empowering women in Germany. However, it must be ensured that these measures are implemented effectively and appropriately.

    The fight against gender-based violence

Despite the progress made in recent years, gender-based violence remains a major challenge. In 2022, the National Plan to Combat Trafficking in Persons and the Serious Exploitation of Human Beings was adopted, which represents progress in the fight against gender-based violence and the trafficking of women and girls. However, more needs to be done to ensure the protection and safety of women victims of violence, for example through the full implementation of the Istanbul Convention and the establishment of more care and support centres for women victims of violence. In addition, it is important to extend statistics on violence to women in vulnerable situations, such as women with disabilities or women from ethnic minorities, to ensure that all women are protected from gender-based violence.
