    Beneficiaries

There are three measures in the call for applications (measure A, B and C), each of which has different beneficiaries. Measure A is entirely dedicated to beekeeping producer associations. Measures B (Varroasis control) and C (Rationalisation of transhumance), on the other hand, are specifically designed for individual beekeepers with a VAT number and hives duly registered with the beekeeping database. Further on, we will see in detail what other requirements are required.

    How to submit applications

The requirement for submitting an application, in addition to the specific requirements for each measure, is the possession of one's own business file with the Lombardy Paying Agency. It can be set up or updated free of charge at one of the authorised Agricultural Assistance Centres (CAA). The application must be submitted electronically, filling in the form available in SisCo, from 8 November 2018 by 18 January 2019 at the latest. The application must be signed exclusively with a digital signature or qualified or advanced electronic signature. Only one application may be submitted. The application is considered correctly submitted when the protocol number identifying the file is issued.

    Documents to be attached

At least 3 cost estimates, comparable in terms of type of goods, drawn up by different, independent suppliers must be attached to the application. All quotations must be signed and stamped and must state the date of issue and the relevant period of validity. In the event that the supplier with the most expensive estimate is chosen, the choice must be duly justified. Only one quote may be submitted if there are technically valid reasons to support it.

    Product Constraints

All products purchased with the aid must be brand new and present on the farm premises at the time of testing. Products may not be sold or reused in any other way for at least 5 years (hives) or 10 years (machinery and equipment). Each product must bear an indelible and non-removable mark (brand mark, indelible paint, metal or plastic tags). It is forbidden to cumulate the subsidies granted under this call for applications for the measures indicated with other subsidies granted for the same measures. Let us now take a closer look at the two measures of direct interest to beekeepers, namely measure B (varroasis control) and measure C (rationalisation of transhumance).

    Measure B, action b.3 : purchase of net-bottomed hives

The application for funding may be submitted by beekeeping producers based in Lombardy who have a VAT number and whose hives are duly registered in accordance with the regulations currently in force. Depending on the different legal headquarters of the company, a different minimum number of hives is required. In the case of legal headquarters in disadvantaged mountain areas (detailed list available here), a registration of 40 hives is required. For all other areas, the minimum number required is 80. Finally, it is necessary to have the company file open or updated in the SisCo system. Expenditure for the purchase of net-bottomed hives and related accessories is eligible, up to a maximum of 100€ per hive. The contribution amounts to 60% of the total expenditure, which must be a minimum of 2,000€ and a maximum of 10,000€.

Measure C, action c.2: purchase of equipment

Again, the requirements listed above and listed here for convenience apply. Applications for funding may be submitted by beekeepers based in Lombardy who have a VAT number and whose hives are duly registered in accordance with the regulations currently in force. Expenditure is eligible for the purchase of machinery for handling the hives (forklifts, pallet trucks, cages, cranes, swap bodies, hydraulic tailgates), the cost of installing cranes, swap bodies and hydraulic tailgates (with testing costs if applicable).
