The Ministry of Health, in its Note DGSAF 5086 of 2 March 2020, clarified that in 'protection zones' (the entire national territory), production and zootechnical activities (care and management of animals in zootechnical and shelter facilities) cannot be deferred. Beekeepers, therefore, can continue their work in apiaries but are required to comply with the procedures laid down by the competent authority. Raffaele Cirone, FAI National President, clarified in a note what procedures must be respected: Beekeepers' movements on national territory must be motivated by 'proven work needs, "situation of necessity" and "return to one's domicile, home or residence"; the motivations must be documented by means of the special self-certification form prepared by the Ministry of the Interior, which can be provided at the time of the control
